Honda built the RC51 after repeatedly complaining that the rules favored Ducati and the twins 250cc advantage. The Fleminis refused to change the rules allowing 1000cc fours to compete against 1000cc Ducatis so Honda built their Ducati killer. Eventually the rules were changed to allow the fours equal displacement which shifted the performance advantage back to the four cylinders.
