Well I just added to the conversation in your other thread but this one has much better pictures. I agree these are excessive. I hate to imagine what those could do to a rider unfortunate enough to go sliding across them in his leathers.

Looks to me it’s being laid down on top of the track for some kind of race. With the gaps beneath it, I’m going to bet on it is removable.

I don't think anyone here would argue the point that tracks used to be a lot less safe. I think that's kind of the point here. It's kind of rare to see a track spending money these days to make things less safe. These rumble strips would certainly discourage cars from straying too far out on them, but I can't help wondering how much thought the track management / engineers gave to motorcycles when they decided to go with this solution.
Considering they are FIM approved, I would say it is likely engineers and track management gave thought to motorcycles.
