Back in the day, when I was a hooligan on the streets, I had a plate on one of my bikes that was IlIIl. Several buddies had plates that were similarly difficult to read at nearly any speed. The thought was that we would be difficult to catch if reported by motorists. Yeah, we weren't the brightest bunch of kids with motorcycles...
They took it away from me this year. I called. It took a while to get to anyone with the power to talk tag rejection. I told her that you make the numbers and letters. It's your fault if you think that someone can't read it, not mine. Unless you want to take "I" and "1" off of all tags. She said, listen, I am a bureaucrat that makes the decision, and there's nothing that you can do about it, so bye asshole.

Every few years I try for CAZZO for my Hypermotard, but they keep turning me down. Used to have WOOHOO on a red 911 convertible.
One year at the 24 Hours of Lemon, a team took a VW Bug and painted it up in orange and "01" like the General Lee. Instead of a Confederate flag, they painted a rainbow flag. The crew wore their best "flaming" outfits to Tech. The finishing touch was this bumper sticker.
Had a buddy with a Hypermotard like mine. He applied for TARD in NJ and was declined. He was working carpentry for a lawyer friend and mentioned his rejection. Lawyer bud said not to worry about it, and in 3 weeks, TARD came in the mail.
My favorite plate was one I saw some years back on a then late model very top of the line Mercedes driven by a good looking blonde: WAS HIS. My guess is some guy was and probably remains pissed
