There is but it is a lot more than 3 seconds as I believe it is 107% of the time of the faster qualifier. 145 seconds x 1.07 = 155 seconds roughly, so even assuming they go faster in qualifying, 9 seconds back would easily have you make the grid. I can't remember the last time a MotoGP rider didn't make the grid due to not going fast enough in qualifying unless they crashed early in qualifying and couldn't continue. Even then if they made the 107% in practice, they let them ride.
I think Takaaki is racing this weekend then will do his surgery afterwards when Zarco will fill in for the rest of the year.
I wonder if Marquez will wait behind Quattro for the entire race before pulling the pin, or just go all out like around lap 5 and take the win at HRC.
Can't. It's spec. They did steal a software engineer from Ducati finally to help them with ECU setup but that's not until next year.

Thanks for making my point. They picked up the speed without any major redesign to the bike. Because it was becoming obvious that it wasn't as bad as they said. Compare the last few rounds to the first half of the season, maybe you'll get it.
