Is it valuable? No. Is it junk? If it makes pleasing guitar sounds when properly played, it’s not junk.
Many acoustic guitars have tuning pegs like that. Get an electronic tuner (about $20) if it stays in tune, it's a good guitar.

Although an entry-level guitar makes the price of admission to the process of learning to play affordable it also tends to make the process more difficult. A quality instrument is easier to play than a crappy one. This is true whether you're Tommy Emmanuel or someone learning your first chord.
Honestly, it's a pos. But give it a whirl. You could find a Sigma (Martin ish) in decent shape for little money that would suit your needs.
