Not much you can do for the seat belts if they are frayed. If just discolored, disassemble and have them dry cleaned and hardware replated...check with the operator first to make sure the dye won't be washed out. What's the deal with card board? Some of the seat belt repops are pretty good....most early seat belts were standard between many models...as long as the color matches.
In the interior panels, the upholstery is in good shape, but the card board is water-damaged and warped. I found a shop through Google that replaces seat belt webbing and reconditions the auto retractors. I was looking for input on other's experience.

Year, make and model? Me and pop have done a few frame off restos. Just put this one up for sale. Interior stuff is your choice to recover or buy "new" on most.
Technically, it's a G-39 (146" w.b.) For now, I'm intending to return it to as close to OEM as I can. It was a church van near Montgomery AL until 2009, and it was used as a work van in WNC (summers only) until 2017. No rust, and less than 98k miles when I bought it.
