It looks like a heat shield.

 

It's a heat shield but the shadowing makes it appear as though there's a hose running into the can.

 

Extra fuel ignited with hot exhaust gas to create "thrust", ala Ducati GP.

 

Ahh. I thought they were doing an in yo' face version of the crankcase evacuation tube that most of us just hook up to the reed valve in the cam cover.
