Thats the only reason they are doing the holds is to rake in interest especially with those who dont sign up for the account that you can collect it instead. Its nothing to do with protecting anyone. Paypal needs to be treated as a bank and subjected to the same regs. One reason I always laugh at people who scream that they want to bring a class action suit against some company. They dont get it that only the lawyers win.
