It really depends on how it was originally saved. Was this a file from a graphic designer? I PMed you.

Just looked at the file in question and as I thought, it is just a wrapped Adobe Illustrator file. AI is a tool graphic designers use for editing vector based files as opposed to raster based which is what Photoshop is used for. Affinity Designer is an inexpensive clone of AI and is what I use. I don't know of anything free that I would actually recommend. I'd recommend having a designer with the skills do the layout for you as there is a learning curve which can be frustrating. My skills are passable as I don't have to do it everyday. Many times, the company doing the printing will have a designer on staff that can help (usually for free) but that doesn't seem to be the case here.
